At last !

FTP is working Meteohub -> QNAP TS109 ( PROFTPD ) !!!

And it has been working all the time, BUT the directory is not updated (still shows the time that the file was added/created)!
I did not actually read the file , was just confused because the directory not shown the time that the file was changed/rewritten.
