Event trigger when live data updates halt?

Trying to figure out how to setup an email event to trigger email when my weather network status on Live Data page for WU & CWOP haven't updated in over a x hours.
About a week ago after upgrade the live data weather network status for WU & CWOP stopped. I wished I could have had a trigger event to email me that both services hadn't updated in over a day. Simple reboot of system fixed but proactive alert would have been better vs. notice 5 days later WU & CWOP weren't updating.
