time of uoloaded ftp-file wrong?

This are my settings:
UTC: 05.08.2008 12:12
Time zone: europa/amsterdam
Local time: 14:12
weather time zone: v use local time instead of UTC
Every time when i uploaded a file the time stamp is the "utc time", but i want the local time.
What do i wrong?
