System load more then 100% ??

How is the value of the system load sensor calculated?
My system gives on regular base a load more then 100%, see graphic.
System info:
PC: Modified HP Thin Client T5370
Processor: AMD mobile Sempron 2100+ (1GHZ)
Memory: 2GB
Energy use: approx 20 Watt
