Problem setting up new USB stick for NSLU2

I want to get a new USB stick running, as my old one (running Meteohub 4.6) is suffering from data corruption, but I am unable to get a new Meteohub image running. My system is an NSLU2 running Linux kernel 2.6.21.7 and Windows 7 64-bit, and I have followed the steps in section 1.1.3 (Windows method) of the Meteohub manual:
1. Downloaded meteohub-v4.6i-4GB.rar from the Meteohub website – all OK.
2. Extracted the rar to a dd image, using 7-zip – all OK.
3. Written the dd image to a 4GB USB, using Roadkil DiskImage 1.6 – all OK.
4. Re-booted the NSLU2 , using the 4GB USB – not OK (see below).
On power up, the NSLU2 seems unable to run the USB program. After the flashing yellow LED stage of power up it emits three beeps: 2 high and one medium tone. No IP address tones follow, and Meteohub can not be reached at http://192.168.1.77/.
My current USB stick does not make the high-high-medium tones sound on boot up, and ends by beeping the IP tones.
Can anyone help? I have tried two different brand-new USB sticks. Have I followed the right steps? Is the v4.6i-4GB image confirmed as working? Are 7-zip and DiskImage 1.6 confirmed as OK for this task?
