When using the ISO allinone chart i would like to change the wind speed from kmh to mph is this possible and how

Yes that's possible.

allinone-iso.chart is just a text file, would first make a copy and rename to suit your purpose then you can edit/change km/h to mph. Basically match any mph associated instances in allinone-imp.chart to your version
