Why is 15 seconds the fastest periodic rate?

Why is 15 seconds the fastest periodic rate available? Is there a file(s) that can be edited on my end to added additional rates, like 5 seconds would be ideal for my use case.

Which Event/Net/?? periodical rate are you referring to? It can depend on the particular service's capacity

15 seconds is for FTP , SQL a.o. the minimum probably as those use considerabel resources at the receiving server.
Faster uploads will be considered a DDoS attack by most hosting companies.

HTTP "upload" can be as fast as 5 seconds. Also the load on the server is minimal compared to FTP.
