How can I upload a local chart e.g. (http://192.168.1.210/public/chart.cgi?c ... 25&stop=H0) or a metachart to the website hosting my page?

I would guess you should use the "Remote Chart URL"

IDK. It just occurred that you could put a link to the chart? Refresh every so often? Have a thumbnail?
I don't really have much knowledge, just seemed logical.
I would guess there are several ways to output data if you have vehicle that can make the charts on your site. What about the WD-Live Settings?

I got AI to help. Make the Chart event on the event tab. Make another event to upload the chart. Once you have the upload event made, you will see a bunch of things to choose from to upload. You just need to know the right path to send it to.
You should try ChatGPT for things like this. I hardly ever ask questions in forums any more. If the answer is not adequate, show a screenshot of what YOU have. Then AI can usually figure out what it is you actually want.
