So is the only solution to reflash the whole device?

A power cycle should do. If not you might need to clear the overlay file system (which is equivalent to revert to factory defaults) which might be most easily done by reflashing or using openwrt "reset" function.

"Network" tab -> Expert Mode -> login as root with your standard password -> "System" tab -> "Back / Flash Firmware" tab -> Reset to defaults
