Incremental alarms only sends once

I will be away for an extended period and am trying to set up an incremental email alarm that will notify me when the indoor temperature gets too low and sends additional warnings if the temperature continues to drop. I get a single email when the raise condition is met, but that is all.

Raise: [thb0temp-act=F.1:--] <= 71.0
Clear: [thb0temp-act=F.1:--] > 73.0

The actual temperatures are far higher than I will use in practice. I am using them to test as the temperature drops normally during the night. For example the Live Data tab shows the indoor temperature dropped to 65.7°F last night.

incremental alarms don't work with comparison operators on the raise condition. Please check the wiki.
