Adding Email Service - Not updating

Trying to add a new Email service, type etc which does add a new Service # Email ok, when "Select Predefined Content for Email" can select the template ok but the Subj # Body does not update (remains empty) and get a red warning on top of tab re Email Body text is empty, also the To-Addr which should be blank is filled with previous deleted service details.

It is as if the system is not deleting/cleaning past services and/or being able to read the template? This setup is running locally on Win7 connecting to a Virtual desktop running Win8.1 via CitrixReceiver which is probably what is causing these isues?

Anybody had this type of Service adding issue?

Now maybe appears to be an IE issue? Chrome was able to add the same service, with the Subj # Body being filled in but did pull up old email addresses that were previously used for this particular same service #1 which was previously deleted using Save running IE.

Still don't think this network arrangement is helping for some reason?
