Hello,
have there so strange entries in the log file.
And somehow the email does not work anymore.
logger (08.11.2018 11:58:07): error while doing bind (port 5551): Address already in use
logger (08.11.2018 11:58:07): killed process "4314/meteosys" listening to port 5551.

Is your email setup correctly on the bottom of the services page and when you click the <Test Mail> button does it work?

Does email sending in general not work for your specific email credentials on 3.8 or is just sending of this particular email not doing as expected?
I doubt that 3.8 can do less in regard to email than 3.6. But you never know...

Then update to 3.8. And it does not work here.
