Delete Previous Year's Data but Keep Min and Max Records

I'm requesting that there be a way to remove old data records for the previous year, but KEEP all of the Maximum and Minimum records for that year.

Example: be able to delete all of 2008 weather data, but keep the highest wind gust record for that year, or highest and lowest temperatures.
