Which time is this? (solved)

If there is no local or utc mentioned, what time is it then? Local or UTC?

See example below from all-sensors.txt:

last60m_thb0_tempmin_time 20091103171013
last60m_thb0_tempmax_time 20091103180223


/edit:
I have been checking my WMR200 and the min/max values and noticed that the given time is indeed local time.
